UAE VAT: Why Supplier Verification Now Matters for Input Tax Recovery
Updated: Oct 19
For UAE businesses, recovering input VAT has long felt like an administrative formality: hold a valid tax invoice, enter it in the return, and reclaim the tax. That assumption is no longer safe. Recovering input VAT is no longer simply a matter of holding a valid tax invoice, and supplier verification has moved from good practice to a real compliance issue.
What Article 54(bis) Changes
Article 54(bis) of the UAE VAT Law strengthens the Federal Tax Authority's ability to deny input tax deductions. Importantly, it places emphasis on verifying the validity and integrity of supplies before input tax is deducted. In other words, the paperwork being in order is not the end of the test. The underlying supply, and the supplier behind it, matter too.
Why This Raises the Bar for Businesses
The practical effect is that the risk of a supplier problem can land on the recipient. If a supply is not genuine, or a supplier is not what it appears to be, the business claiming the input tax may find the deduction challenged. That makes due diligence on who you deal with, and proof of what was actually supplied, part of protecting your VAT position rather than a separate concern.
Practical Steps for Procurement and Finance
For procurement and finance teams, a few disciplines reduce the risk:
Supplier due diligence: checking that suppliers are properly registered and genuine before transacting, and keeping evidence of those checks.
Transaction-level checks: confirming that invoices match real goods or services received, at the right value and VAT treatment.
Record keeping: retaining contracts, delivery evidence, payment records and correspondence that support the reality of each supply.
Clear processes: making verification a standard step in onboarding suppliers and approving invoices, not an afterthought.
Periodic review: revisiting controls and higher-risk suppliers rather than assuming yesterday's checks still hold.
Turning a Risk Into a Control
Handled well, supplier verification is not just a defence against denied deductions. It improves the quality of your supplier base, reduces fraud risk and makes any future FTA review far easier to deal with, because the evidence is already there.
